INVITATION TO BID

1. Under the organization of ETHIOPIAN ELECTRIC UTILITY (EEU) HARARI REGION ELECTRIC UTILITY office is invites sealed bids for eligible and qualified bidders for HARAR NO-1 CUSTOMER SERVICE CENTER OFFICE RENOVATION WORK which located at HARAR city.

2. Interested bidders shall submit the following evidence:
a) Certificate of Registration from Ministry of Construction On the Categories GC/BC-6 AND ABOVE.
b) Trading License renewed for 2018 E.C; and
c) Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;
d) VAT Registration Certificate; and
e) Registration as Supplier in the list of the mandated public body, i.e. Public Procurement and Property Administration Agency (PPPA). (Must attach the Supplier list OR VERIFIED VIA GEP SYSTEM)
f) MUST ATTEND ON THE PRE-BID MEETING HELD ON JUNE 19, 2026/१८ 12/10/2018 ৭.. @ 3:30 LOCAL TIME AT ETHIOPIAN ELECTRIC UTILITY HARARI REGION OFFICE MEETING HALL.
3. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of Ethiopian Birr 800.00 (EIGHT Hundred Birr).
4. Interested eligible bidders may obtain further information from Harari Region SUPPLY CHAIN AND GENERAL SERVICE OFFICE NO-207 or may contact with +251-25-466-54-65 or +251-25-466-35-75 from 2:30 A.M-12:00 A.M and 1:30 P.M-5:30P.M. from Monday to Friday.
5. Bidders shall submit their Bids with ONE ORIGINAL AND ONE COPY in such a way that by labeling "Technical Bid original", "Financial Bid Original", "Technical Bid Copy", "Financial Bid Copy" and "Bid security" in five envelop and get in sealed to another outer envelope.
6. Since the Bidding will be conducted through the National Competitive Bidding (NCB) procedures with Two stage evaluation method. Evaluation is to be carried out in two stages, Technical first and Financial Bids of qualified Bidders next. The listed criteria's which needed to fulfill and scaled by all eligible bidders as specified and defined in the Bidding Documents Such as The minimum Average Annual Construction Turnover, Cash Flow, General and Specific Construction Experience requirements and deliverable Construction equipment's are related to specific ratio.
7. Bids must be delivered to the address, time and date specified above, By accompanying a bid security of ETB 65,000.00 (SIXTY FIVE THOUSAND BIRR ONLY) (ONLY IN THE FORM OF CPO) to ETHIOPIAN ELECTRIC UTILITY HARARI REGION OFFICE. (Other form of Grantees is ineligible.)
8. Late bids will be rejected.
9. The Qualification information UNDER TECHNICAL ENVELOPE and Bid Security will be opened immediately after the submission deadline in the presence of bidders' representatives who choose to attend, at the address below.
10. Each Bidder must be Scored 70% on its Technical Evaluation to proceed to Financial Computation.
11. The EEU Harar region electric utility reserves the right to reject the bid fully or partially.
